I am extremely proud to be serving as the Acting Deputy Assistant Secretary of the Army (Policy and Procurement) (DASA(P&P)). I heartily embrace the opportunity to lead this community of extraordinary professionals during a period of significant and sustained transformation. Much has already been accomplished, but much remains to be done.

The theme for the following three articles is important and significant changes in contracting that impact the entire acquisition community, especially our customers. Please consider the positive impact of these changes — the stand-up of the new Army Contracting Command and the Regional Principal Assistants Responsible for Contracting (PARC) Offices, as well as the changes to the Army’s Item Unique Identification policy — on our contracting mission.

During this time of transformation, the contracting community will continue to provide world-class contracting capabilities to support our warfighters across the full spectrum of military operations.

Since assuming the Acting DASA(P&P) role on March 6, 2008, I have committed time and resources to implementing The Commission on Army Acquisition and Program Management in Expeditionary Operations (more commonly known as the Gansler Commission) recommendations that will improve the Army’s contracting capabilities. I have spoken with each of the Army’s PARCs and learned about the wide-ranging, overarching challenges facing this community. I have met the most extraordinary professionals, from the interns who represent the future of the workforce to the seasoned contracting officers who repeatedly answer the call of duty with unwavering commitment.

During this time of transformation, the contracting community will continue to provide world-class contracting capabilities to support our warfighters across the full spectrum of military operations. There is no doubt that we will execute this mission effectively, efficiently, responsibly, and above all, ethically.

The Army will continue to benefit from the collective diversity, knowledge, and expertise of our contracting professionals. Thank you for your continued, dedicated support of our shared vision — “Army Contracting: One Community Serving our Soldiers, Serving our Nation.”
